February Light Checks

The Maintenance team will be conducting monthly lighting inspection on Wednesday and Thursday, February 11 and 12. 
 
This routine check ensures all lights in the community common areas are working properly and helps identify any that require maintenance and upkeep.
 
As part of this process, the team will be driving slowly through the neighborhood after dark to inspect each light. Please don’t be alarmed if you see a vehicle moving through the community during these times. If you notice a light that needs attention, please report the light post number to our staff so we can notify the maintenance team. Thank you!

Alleys in the Heartland Community
 
To help keep our neighborhood clean, safe, and looking great, property owners are responsible for maintaining the alley area behind their homes. This includes the space from your property line to the center of the alley—even if you don’t have a gate on your back fence.
 
Your Maintenance Responsibilities:
 
Vegetation Care
  • Grass and weeds should be kept neatly trimmed (generally no taller than 6 inches).
  • Trees, branches, and shrubs must be trimmed so they don’t hang over fences or into the alley or into the neighbor's property.
  • Overhanging limbs should allow clear passage for vehicles and pedestrians, typically up to 15 feet above the ground.
    • Nothing should overhang or grow through the fence at any point along the fence line.
Alley & Property Cleanliness
  • Please remove trash, debris, and junk from the alley up to its center line.
  • The back of your home should be kept just as clean as the front, including the sides of the home and the garage area.
Fences
  • All fences must be properly maintained, including those along the alley.
  • Fences should follow setback rules and must not block public rights-of-way or utility access.
  • The approved Heartland Community fence stain color is Sherwin-Williams Cedar Bark Semi-Transparent #3511, or the stain must match the Cedar Bark color.
Important Things to Keep in Mind
 
Easements
  • Even if you own the land, utility easements must remain accessible and cannot be blocked by fences or permanent structures.
Liability
  • Failing to maintain alley areas, especially those used for walking or trash collection—may result in notices or violations.
Access
  • Fences cannot block public alleyways or serve as the only access point for neighboring properties, as this is generally not allowed.

Residential Advisory Committee: Call for Nominations

2026 Resident Advisory Committee
 
Applications are now being accepted for the Resident Advisory Committee (RAC).  The RAC plays an intricate role by supporting communications between the Board of Directors, Community Manager and residents of Heartland, all while promoting a positive and engaged community environment.
 
Some of the commitments required by the RAC are attending regular meetings, community events, contributing to the committee’s mission, learning and understanding community guidelines.
 
If you are interested and enthusiastic about serving your community and contributing to its future development, please complete and submit the form in the link below by 5pm on Wednesday, March 18.
 
Those applications selected will be contacted for interviews.

Inoperable Vehicles

Inoperable vehicles are becoming a growing concern in the Heartland Community and across other managed neighborhoods in Texas. These vehicles, often left sitting for days with flat tires, leaking oil, missing essential parts, or collecting dust, can negatively affect a neighborhood’s appearance, safety, and property values. As part of its commitment to maintaining community standards, Heartland’s Community Standards team actively monitors for such vehicles to uphold the integrity and appeal of the neighborhood.
 
What Qualifies as an Inoperable Vehicle?
According to definitions commonly used by the Heartland Community and supported by the Texas Transportation Code, a vehicle may be considered inoperable if it:
 
  • Cannot be driven safely or legally on public roads
  • Has flat tires, broken windows, or missing essential components
  • Is unregistered or has expired license plates
  • Appears abandoned or shows signs of neglect
  • Under Texas Transportation Code § 683.071, a vehicle may be classified as a “junked vehicle” if it remains inoperable for more than 72 consecutive hours on public property or 30 consecutive days on private property. This legal framework empowers communities and municipalities to issue citations, levy fines, or remove the vehicle after proper notice.
Heartland’s Commitment to Compliance
The Heartland Community Association adheres to both Texas law and its own governing documents, including the Covenants, Conditions & Restrictions (CC&Rs), which explicitly prohibit residents from storing or leaving inoperable vehicles in plain view. When the Community Standards team identifies a potential violation, homeowners are notified and given a reasonable timeframe to resolve the issue. To avoid fines or the possibility of towing, residents are strongly encouraged to familiarize themselves with Heartland’s specific rules regarding vehicle storage and maintenance. What may seem like a harmless oversight, such as leaving a non-functioning car in the driveway, can lead to violations of community regulations.
